Rule number 4 has implementation problems. The term 'conceded putts' is not specific enough since the concession depends on the group of players to which you are assigned. Since winners are determined by the scores across the entire group of players on any particular day, it is not fair to base a rule on inconsistency. Some groups will 'concede' while others will not. The 'rule' should apply evenly across all players on every hole. For example, 'all putts within 24 inches of the hole should be conceded'. Otherwise, I read this rule as arbitrary.
Agree with the previous comment. I realize the new rule is to speed up play. But on the greens we play on (nice greens but often fairly steep down, up, or sideways as they should be) and sometimes with flag placement, it's really pretty easy to 2 putt from 2 feet. So suggest the rule be about or approx. 1 foot - no measuring tape required. The other cart calls it.
Our tournaments do need to be speeded up and the above comment explains exactly why - too much time is spent on 2 ft putts because of sloping greens, poor greens, etc. Worst case is come up with a cheap measuring device for EACH foursome to use - either a cheap 3 ft measuring tape or a piece of metal marked at 2 ft that they could use. I do think that a variation in putter length may give an unfair advantage from person to person. But we DEFINITELY do need to implement an inside the leather type rule.

First off let me say that the board does a great job in trying to make the tournaments competitive but yet enjoyable. Pace of play has always been an issue in golf. I think the rules we have already in place have a much bigger impact to someone's score than implementing a consistent inside the leather type rule and I do agree with these rules (moving the ball a club length and allowing some changes in degree of lie is a great relaxed rule). In my opinion the number of missed putts within 2 feet in a round with 90 players is minimal compared to the time everyone spends to putt them out. If we can make the measurement consistent from group to group I have no issue trying it out this year.
We play from the ladies tees, we improve our lie everywhere but the green and now we are going to concede putts, I hope not. It would be hard for me to concede a putt if I thought it meant winning or losing. Will this be a majority rule i the foresome. I find more is spent waiting for prizes when some flights areall in. Why not give those out so those who need to leave can do so.
